The default state is not global, because that is a choice Chrome leaves to you, so enable it for the commands you want.

- Visit chrome://extensions/shortcuts.
- Find Spotify-Web Playback Controller and open each command.
- Set the scope dropdown to Global for the commands you want system-wide.
